You can only "own" a lease on a domain name. This is because the IP resolution has to be done by a central authority, and the ownership data base has to be maintained. The annual fee covers the cost of this. Strictly speaking "buying" a name is the purchase of the lease from another owner. You don't buy a name when you pick up an unregistered one.
ICANN is the governing body. Verisign manages to .com and .net registration data bases.
