It's a nice idea, but.... too often these pages lead you to the "link farm" pages of a site. You need to check where your link would show up. If it's on a page with some 200 links on it, it's just not worth the hassle. Also, make sure the links are clean html links and not some cgi redirects.
What I do, is I search for "submit a link", "add a link", in general and look for quality directories. Not very useful for adults most of the time.
