well, it all depends on how much prepared are you. Even if you use RSS feeds to populate your blogs you still have tons of other work. For example, first you need to install software for the new blog. 2nd you need to prepare a template, 3rd to find good RSS feeds, 4th start submitting it to the SEs, 5th start submitting it to the blog dirs, 6th start looking for linktrades.
For me personally all this is automated. I use my Blogs Organizer script so i create new blog for less than 5 minutes without any software installs. I have myself ready templates, so just pick one at random. I have tons of RSS feeds organized, so i just select which ones the blog should use. All the work till here doesn't take me more than 15 minutes. After that starts the most heavy work on submitting... Recently i started using my Gallery Scraper script to prepare good big database of FHGs that turn into blog posts..so that will help me really much in the future..
So basically if you have yourself prepared with tools, resources and infos, you spend little time creating new blog, and the big time is for submitting...
