Doing so made my bastardized xp/vista laptop run it fine.
Yeah, I'm on XP and needed these two files. I just put them in the same folder as the link dumper exe and it worked fine:

MSWINSCK.OCX
http://www.ocxdump.com/ocx-files/M_3.html

Richtx32.ocx
http://www.ocxdump.com/ocx-files/R_1.html
