It wasn't the law directly. They nabbed the two owners in the US. At that moment, Neteller withdrew from the US market. That was what really killed them. Citadel followed the same direction as Neteller that day.
Both companies were based in Western Canada for many of the day-to-day operations. So it was only a matter of time till they withdrew as the US would most likely would have pressured Canada. Both companies original plans were to wait for the ratification of the gaming law, and see what the penalties are, fines, etc.
ePassporte is based overseas. The US cannot touch them one bit legally. Higher ups of ePass will most likely not travel into the US as they will be nabbed the minute the land. The way ePass would be crippled, is if their processing accounts get shut down, but that would mean a major processing bank would have to shut down all merchant accounts it runs, and I highly doubt they will do that.
