Supposedly. It's certainly true that homosexual activity between women has never been illegal in UK.

Though over the centuries it probably resulted in quite a few women being burned or drowned as witches; tortured, scourged and excommunicated for their sins; and in more recent times being committed to lunatic asylums. Getting pregnant out of wedlock certainly did.

One theory is that when Queen Victoria refused to sign the Labouchere Amendment to the Criminal Law Amendment Act of 1885 that would have effectively criminalized lesbianism as well as male homosexuality, she is said to have declared "Only men admire only women." Which has led some to speculate that she was bisexual & regarded female bisexuality as natural & female homosexuality as nonexistent.

Others say that the Queen was never even given the opportunity to criminalize lesbianism. Some historians suggest that the male establishment avoided legislating on lesbianism, for fear of drawing women’s attention to its existence. And that they were only really intent on criminalizing male homosexuality anyway.
