Opera has an excellent zoom feature (steps of 10%) that scales everything on the page - text, images, flash, tables etc.
I'm not sure if there's an equivalent in FF or IE7, but from what I've seen the built in zoom features in those two only scale text, which means page layouts tend to be screwed up if you need to go up more than a couple of steps.
I always have Opera maximized on my 22" widescreen monitor, but my eyes very much prefer a zoom rate of 110-130% if I'm going to read more than a few lines of text

And with regards to the original question

- if it means a more efficient page layout (eg. multiple sidebars if that feels suitable for a given site) then I design for 1024x768.
Most of my blogs use only a single sidebar though, so I've just kept those in 800x600 (ie. around 750 wide).
