Well, in worst case scenario I guess I'll be back in five or six weeks when I've moved into my new apartment and onto another ISP.

If this proxy server can hold up for another few minutes I'll send you a traceroute I managed to run earlier today, mojoman - and I'll try your suggestion Rebel, though this doesn't really look like a normal DNS problem to my (untrained) eyes.
I have gotten a response back from my ISP - a small local one delivering internet to various apartment areas and dorms in this city - and it sounds like they think the problem is what their own major provider (I think I've seen the word "backbone" thrown around once upon a time?), Telia. Apparantly they are working on it, though I'm not really holding my breath
