Many peoples definitions of *legal* range from legit content to only having 10 sec clips. We try to stay on top of stolen content, and do limit clip size a fair bit ... plus also try to keep it webmaster friendly with link spots. Legal for me is not using stolen content.
If they use content they own or have permission to use it doesn't matter the length of the video, its all good... at least that is my opinion of it.
