Technically you're not allowed to ship anything via Post Office that has human biological material in it, and truly soiled panties apply here. However, as long as the package doesn't leak or have a really strong smell they probably will never know. I'd ship them in a plain wrapper with a return address to a mail drop, rather than a post office box.
There are some liability issues too, like someone insisting they got genital warts from the panties you sold them. Probably not feasible even with overnight delivery, but that doesn't stop lawsuits or the threat of lawsuits. The alternative is to sell them panties that look and smell soiled, but really aren't. There are some starches and chemicals you can look up on Google and I've run across "pussy spray" from time to time. It smells pretty raunchy, but is bioologically safe. Probably made by the same people who put out Fart-in-a-Can!
