Another thing to look out for panky is people who want to do heaps of portals. Looking at past projects many people who did more than a couple kinda half assed them and never managed to build the traffic to each of them that was needed. Its better to give 1-2 portals some serious attention and TLC than to do a whole heap that are barely ok.
