Obviously, BH SEO can't be compared with some of the things that are out there, but if you're going to start a discussion, you need someplace to draw a line. Trying to pass off poor-quality information as bonafide content might waste a bit of someones time... could lead them to lose some hard earned bucks... but probably won't do them serious damage, unless they've bought a new penis enlargement pill that sends them to the emergency room.

But at it's core, it's an attempt to fool search engines, which are tasked with finding the best quality content for users, into choosing different content. Again, this is SEO spam, not above-board SEO.
I think it's certainly ethically wrong... certainly for the purpose of this discussion!
