Step back and look at the big picture here.

Many site owners view it as it is not their job to build your TGP site. For 90% of the sites out there, it won't matter if one includes their own custom recip. For the 10% that it does matter, if your site can't send back the amount of hits they are sending you, it will piss them off. They view it as they are sending traffic to your own TGP site without getting anything or very little in return. Some sites are very particular about which other sites they are grouped with as well. It's always wise to check the site owners recip linking rules. Some of them are very specific about who their site can be grouped with. One way to get noticed in a positive way by a site, is to ask them directly who they would like to be grouped with. If the request is reasonable, honor it.
