They do this twice a year to clear out products which are lacking sales or may be getting replaced with newer technology enhancements. Usually the stores would liquidate inventory just above cost but Canon dealers have a fairly low markup.

So instead of the retailers getting stuck with products they would have to sell below cost Canon provides rebates. By doing so they also gain valuable market data and are able to see how prices affect sales of products that very few would normally buy.
