I'm about 99% sure google can read unicode links, not sure about the others. I certainly wouldn't count on them all being able to but if you are using those redirect pages purely for hiding links from the SE's it won't really be effective, modern cloaking methods are much more advanced than that.

The URL encoding option was only there to hide the URL from nosey surfers when a meta-refresh was the only redirect being used, since you've got javascript included the URLs are clearly visible and so there is no point ticking that box
