In order to file a formal complaint I'd have to rat its felony out.
I can't really see causing someone to spend time for 450 not 5+ years
But I do want his ass to feel me and it is 3000 miles away

Need some oppinions on this

I'm considering pseudo blackmail where I'd agree to not talk to the authorities about it, but, I'd still be able to freely discuss it as I am able to now.

Its name is Kevin Jung and it lives in Cali

Actually, the best advice would be to forget about the money and move on.

i'd say it's not worth almost 8 years of anger and hostility, I bet he doesn't give You a second thought and has gone on with life. you may get lucky and he may contact you to give you the money
but at least he will now be looking over his shoulder wondering if or when karma will get him.
