I guess that would depend on the type of spam, a lot of people consider sig whores spammers as well. So how is one to judge?

What happens if they don't have 500 points?

You need to define spamming first.

I've been accused of spamming the domain forum in the main forum, and I just thought fuck it, and gave up on the domain forum for a while. If I'd been fined for it, I'd probably have had a major wobbly.

It would probably be done by vote and that could mean anyone could be penalized for spamming. Also 500 points would be kind of high.

Sig whoring is not spamming. The board allows you to have a sig. Also, you can choose whether or not to have sigs shown. You see, you have options. If you don't want to see a particular user's sig, either put them on ignore or block their sig banner. Firefox has a feature that does this.

Not too many boards I know "pay you" to submit your advertisements.

If they are here for the points only then they are not a very good webmaster and will not last very long anyway.

As said above there are many types of spam.

Who will be the judge of what is spam or isn't (other than blatant abuse)?

I think in the long run the nickel spammer will hang themself out of here.

A loss of a few bucks they never had their hands on wont deter them.

for example what would you say if a sponsor came up to make an announcement about those NATS issues and about what they have done about it?

Those would be ok IMO. I think the board owners should have the final say.

I had made the mistake once of posting an announcement on the main forum on a different board in the past. Totally by accident, no ill intent.
It was brought to my attention (to put it lightly) and of course it never happened again.
Anyone who would make the same silly mistake twice probably doesn't post enough to have many points and probably isn't really part of the board community.
I just don't think deducting points would serve much purpose. The people who just come in, spam away and then don't contribute wouldn't really care. The ones that do care most likely won't repeat if they are reminded gently.

Maybe netpond can have a BS or shot the shit forum were no points are earned. If someone posts something that's way off topic or if you have peeps starting to many crazy threads just start dumping them there.

Or you could just start handing out karma points that you can remove. Once a person gets to zero karma you could start deducting points. There should be some set rules on how karma is given and taken away though in my opinion.

Seems like everyone has a different definition of spam. Spam on a business forum is even harder to define.

I'd rather be made aware of a product/service and not need it than need a product/service and not be made aware of it.
