Have points loans been implemented?

I wondered, as I've seen a few people with negative points.

Points loans would be useful if the granting was automatic up to a very low level. If a regular poster wants to grab a domain name, but is light 100 or so points, then it saves a lot of work if he can just borrow them from the bank for a day or two. Obviously it's not worth it if it needs manual approval by an admin though.
