Hmmm... if there are really big, commercial cp sites that stay up for years
and are paid with creadit cards and dialers the most reasonable explanation
is that they are honeypots. Now, in that case the first agency that comes to
my mind is the FBI, so it would be the US Gov who gets the money

And if i start playing with conspiration theories i already got a other idea:
Those honeypots could be maintained by any fucking "i" or secret service
around the world for extortion reasons

Just a CT, but secret services have done much more bizzare, fucked up
and simply absurd things. It seems to be part of the game.
