"Down" doesn't often mean that the server has failed, it usually just means that the files are being backed up or restructured. There are also a number of servers in use to ensure that names get resolved even if there are some problems. OLN has servers in California and China if my memory serves me correctly.

Whois.sc uses cached info as well, so they may be slightly out of date.

Yeah whois.sc often can't connect to whatever database it's checking, it's no big deal
