once you have submitted to search engines how often to do you have to re submit your site or does this vary.

Generally you should never need to resubmit. If you are changing your content and have some incoming links search engines generally tend to update themselves.

If you are going to resubmit then never submit too often as they will see that as spamming them. Some people suggest once every few months, I personally never bother. I just add my site to google webmaster tools and let them do the work https://www.google.com/webmasters/tools/

If you're using sitemaps, though, you can always regenerate a new one and replace the previously submitted one in goolge webmasters tools.

If we talk about G, best way is to get good backlink and G will do the job of indexing + updates, you don't need to submit nothing.

The fastest way, as stated, is to get a link from an authority site. It's pretty easy in mainstream, just put the link in your sig file and make posts on major mainstream forums. You'll get indexed pretty within 5 minutes. The hard part is getting a bunch of these from a variety of sites. But in mainstream they submit to article directories a lot to get backlinks.
