Sorry for the spam (kinda), but it's a cool program. Alternate ads Basicly, replace GSA for adsense with alternate ads. I hate GSA so I love it.

Maybe yes - Maybe not, but if you want to use this service, frist ask google suport team about them.

I don't have an adsense account, so I have no idea how it works. But according to that sites faq it says:
How do I add the URL?
Click on the "Ad Settings" link in your AdSense account. Half way down the page you'll find the form that lets you ad an Alternate URL to replace the public service announcement ads.

Sounds like adsense allow you to place your own ad instead of their free ads so why shouldnt it be allowed?

you can run a other ad network or your own ads if its a service announcement ad..google does allow that

as far as i know alternateurl.com does not use adult/gambling ads

but you can always just send a quick email to your adsense account rep and find out too...
