I keep on reading this phrase on the net and I still don't have any idea where is it applicable. what is it? what is it for?

Can anybody shed some light for me?

This what you do when you advertise via a payperclick search engine (ppc se). You add your listing and pick some keywords that fits your site and decide how much you want to pay per click. Since you'll get listed by how much you'll pay, it's called 'bidding'. The more you bid, the higher you'll get listed.
