alt vs title for banner links

Hi,
When using a banner to link to a site, how do you handle the title tag of the anchor and the alt tag of the banner? Do you use the same words, or is it better to use different combinations?

Different combinations can be better because if you've overly using the same words it may look quite spammy.

I will often go through the effort of slightly rewriting it. Or else, I will make the title tag pretty and use the alt tag more for keyword effect.
