I keep it up to date as much as possible. As soon as I notice any changes with a site in the default list I will provide an update. Users can also update the sites by running the "Add Site" tool that comes with the program which will fetch the categories for the sites.

Does anyone know if you can get penalized for duplicate content if you submit the first 3-4 sentences of your blog entry to these social bookmarking sites? It seems that is what everyone does. And I did it too. But now I worry if you can get penalized by google. I thought I remember hearing someone say that google can't tell which site had the content first.

I haven't seen any problems with this. With new blogs with no PR at all, submitting the first couple of lines to the sites and when it came PR update time the new blogs got a PR2-3. So I'd say that no you wouldn't have to worry about that, but that's just my 2 cents.

Only google knows. Better use a new, unique description to be sure you wont be penalized, if such thing exists. Also don't use the same title of your post.

I use them solely for indexing new sites quickly. The benefit from this is weighted heavily in favor of the site owner not the submitter providing the free content. There are a couple that provide some "ok" traffic but they also have some less than pleasant (to the surfer) methods (like heavy use of a traffic trade script) that make me avoid them. Pissed off surfers I don't need.
